Do I miss something ?

I've researched a lot of terraforming-technologies and yet I'm still not able / allowed to terraform anything ?

Terraforming-possibilities are hidden within the decisions of a colony, right ?
And despite having researched terraforming-technologies A, B, C, ..., Q, R and S, the tool-tips read like: No, No, No, you're still lacking terraform-technology T, right ?

And on a similar note, how to terraform planets or moons I haven't yet colonized ?

By the way, there're a lot of planets and moons that can be terraformed.
Is there a possibility to tone this down quite massively ?
