The Terra Prime Event is only if you choose United Earth and it is scripted to go off some time after the Kilshara event.....

How do you defeat the timed Terra Prime mission on Luna? The mission says I need a "transport ship" in orbit, however, I don't see any mention of that type of ship in the shipyard or on wikis. I've put every type of ship I have access to (colony, science, scout, frigate, and construction) in orbit and I still fail that mission, then I get wiped out by Terra Prime. Can you please specify? Thanks.

Troop Transports are automatically formed when you embark Soldiers from a planet ;) so in short build troops move them into orbit then it will work.
