If you don't have the DLCs then the Memes and Symbols (or whatever it's called) is to do with Ideology and must also be disabled.
I dont have both dlc.
I deactivate all the mods that obviouisly require one of The dlc. The mods that need The dlc have a matching Note in the discription.

I also am getting errors after installing the vanilla expanded collection. I have no DLCs and unsubscribed from all other workshop items. I left the DLC vanilla expanded mods subscribed but disabled in the mods menu. The stack log is on this pastebin below.

It sounds very much like you have the fairly well-known issue resulting from the "Rimworld Rick" storyteller mod based off Rick Sanchez, where it completely destroys and permanently borks all of your game's files. It's shown in the video i linked, and i've also had a couple of friends warn me to STAY AWAY from that one mod as well, because the same thing happened to them.
Unfortunately, the only known fix i'm aware of is *COMPLETELY* nuking all rimworld files from your PC, not just uninstalling it with steam, but going through the file explorer and deleting absoluitely everything, then grabbing a totally fresh, clean install of the game and all your other mods.
Edit: I just wanna be clear here, i absolutely love the Vanilla Expanded Series; And Oskar is a ♥♥♥♥♥♥♥ legend for dedicating so much of his time, effort, blood, sweat, and tears to the game.
Honestly, as soon as you start using the Vanilla Expanded Mods, you'll never want to go back, they improve the game to a frankly ludicrous degree and it's straight-up shameful that Ludeon is charging $20 a pop for the Royalty/Ideology packs when people like Oskar are making significantly higher quality AND higher quantities of content for absolutely free. If it were up to me, Tynan oughta be trying to give this man a job.
That said though, the Rick Sanchez Storyteller Mod is a literal software-IED just waiting to irreversibly mulch your game into pulpy garbage, i recommend never installing it.
you are right. without installing Rick the issue for the icon is solved but i get error massages anyway. so there have to be further problems
