I have the same Issue. Just downloaded the game again after years of not playing it, suscribed to the Raious mods again and after launching the game with the mods, it crashes on loading screen. Let me know if you find any fix.

I had the same issue.. fixed it by checking my C;\program files (x86)\steam\steamapps\common\Total War Rome II\data folder and delete any .pack file with Radious in de filename.

I think it has someting to do with the way steam handles the mod files...

delete and reinstall game. delete all mods or saved replays
