You need to right click your library -> tools (idk hwo its called in english) and instal Source dedicated Server

You have to wait for the map to download before launching it for the first time. Wait a couple minutes and then restart your game. It has nothing to do with dedicated servers. You can message Valve about it at:

happens if the map is not fully downloaded, just w8 for the download to compleat

Quit the game. Unsub the map, remove its data from the maps folder and resub it.
