Production Settings in Ally Nation
The "Production Setting" option is not grayed out for enemy nations. Also, in the "Production Settings" option in "Divisions" folder there are units that should be in the "Navy" folder.
For example, in 1943 there are:
Fleet Admiral Kriegsmarine; Surface Fleet Command; Baltic Sea Fleet; Naval Maneuvering; Aircraft Carrier Command.

In the "Navy" folder, if any are present, they do not have location names - only:
naval_capital_bb; naval_cruiser_heavy; naval_cruiser_light; naval_carrier; naval_screen; naval_submarine

They are not disabled for enemies as you are allowed to change their settings as well.

Noticed the same problem. Playing Germany and during the Spanish civil war notice i could change their infantry numbers. Could also do the same to Republican Spain. That would be a new way to blitz France. Send everyone to Morocco.
