Is there a problem with the Improved Electrical Grid
In the screenshot it shows I have 90.9% energy demand. However, it also shows a 31% shortfall in supply to the navy.

Suspiciously, the Improved Electrical Grid gives a -2% need factor and 2% of the demand is about equal to the shortfall. It is as though the need reduction is being taken into account when calculating how much to produce but not in how much is used.

I clicked on the button to shift to oil fuel and then back to coal and it fixed the issue.

So may be the problem is somehow not calculating correctly as new buildings are produced?

Edit: Then it came back a bit later when I took East Poland and again after that

it happens again and again.......as German I have no choice but to lower priority for naval production, the total consumption should be 92.2% but it automatically drops to 85.3% and slows down production, after a few days it gets back to 92.2% and then drop to 85.3% again...
