I even tried to go to the top of the volcano but nothing...
Alternatively (spoiler tag hides the exact location): Find any way to jump really high into the sky either by flying with the `ghost` command, via workshop content that enables flight or infinite jumps, or via the bucket glitch. There's a floating island directly above the plateau with the water wheel; the 13th dye is hidden there. You'll know you're getting close to the height the island is at when the overworld music changes.
