No DLC is necessary for the mod to work, you can play with or without. With Man the Guns DLC, AI does not produce any ships, which is the only reported problem with this DLC right now. Arms Against Tyranny is untested as of now, you can enable it, but I don't guarantee it will work without problems. All other DLCs should be compatible.
