This might happen upon updating from one version to this newest version. Check the mod settings, and if it’s still stuck, go into dev mode. You can insta finish research.

looked into it, it's because the default costs of research have been increased across the board. You can go into the mod settings to edit them back if you'd like, but to reunlock them enable dev mode and insta finish them. They all got locked up again cause you guys don't have the new research cost
