Load Order: Before HugsLib???
The Manifest.xml claims that this mod is supposed to be loaded before HugsLib and JecsTools? That's quite unconventional and breaks the golden rule of RimWorld mod ordering: Libraries always go first, then the content mods.

Is this really accurate? What's wrong with these two (common) libraries that is causing a conflict?

This is accurate, yes. HugsLib seems to be causing conflicts (unconfirmed) which I cannot figure out. Putting SRTS higher in the list fixes the issue.
