I'd say the title pretty much sums it up. On multiple occasions I have been besieged by medieval empires, using artillery. If I had to imagine a solution to this problem I'd think that you'd have to create a separate list of siege engines to the medieval factions so that they're using trebuchets instead of artillery emplacements.
