There are 3 ways that you can obtain him. If you have Zhao Yun or Zuo Ci in your faction they may refer Xiahou Lan so that he joins your roster directly. If neither of them is met, then I believe there's about 1% chance per turn to have those question events for obtaining him. There is no specific requirement for this chain event but they only proc on Han culture factions. Hope this helps.
