The Shock and Awe is too strong, pls nerf it

Hello there, there is a bit of an exploit with the mod that I found. There are two settings which are the air production and naval production settings. If you switch either of the two to "No Production" then you cannot make them in exchange for some bonuses to Political power and factory output. that seems fine and all, unitll with the bonuses used, you can simply decide to switch off of that law to start making ships again and losing the bonus in the prosses. Can you maybe put that once you choose one of the political choices for the extended polocies, that it is locked on that? Or Alternately you can place a major PP Penalty to change it like 300PP. I wanted to use this mod for Multiplayer perposes and I feel that this exploit may ruin the fun.

Hmm. sounds interesting but it was intended to be changed by players will. I will consider that player should be restricted from switching this constantly.

Please do, I am going to be playing with this mod with my friends in a full campaign **very** soon and are strict when it comes to mod balance. I was worried that this one thing would make them not want this mod in the pack anymore. Thanks for the reply.
