Our squad AI
at what point do our guys become good, just had a squad of 9 guys about 20m from enemy who just stood still and not fire back while enemy mowed them all down.

You have to pay to train the AI skill level. This is found under the commander's menu.

That's actually a bug. Sometimes when breaking undercover, all your squad AIs remain in Careless behaviour. You can work around it by setting the behaviour manually with Arma's squad commands after leaving undercover, eg. ~ -> 7 -> 2.

Thank you so much RichardNixon!!! (never thought i'd say that in my life) i've been struggling with that bug for days and nearly gave up on antistasi because of it.
