Found some issues
when you go to the flag pole, there is no option to manage HQ. That option is under Petro for some reason. Now you cant request missions from Petro. Only Manage HQ option shows under him.

Strange, Both options are available during our testing. The move of manage HQ to Petros was a decision made due to people having issues with props despawning/falling under the map.

Have you tried saving and restarting the mission or moving and rebuilding HQ?

I started a new game for the first time. I did a restart 3 times and still the same.

That's weird. It works now. It may have been a mod I unstalled before trying again.
