when you do the interaction it says centralization gives 5% liberty desire, but then on the vassal it shows 2 centralizations.

No it is not a bug because it's liberty desire and liberty desire on same continent

ha ok, i thought it would have another name for the continent part, ok thanks, oh btw i find it funny that if i choose low/very low taxes i end up paying my vassals, there is no way to make that a 0 right? is not a big issue just weird that i'm paying for them to not be mad basically.

If i go to "special interaction" the only thing i can select is "previous menu"

it's not bug, you just don't have special interaction for this type of subject right now
