The "Prepare Labour Acquisition Operation" rarely works. I have tried to do it five times now and only have successfully completed it once time. I have all the pre-requisites filled out such as troops on the border and neither nation is a vassal of another. The Green check mark shows up and selectable but even after pressing it many times the actual event never fires and the border war doesn't start.
