I'm not yet completely familiar with the new occupation decisions for the changelings, but I don't think it is intended that they can instantly turn a subjugated Olenia (satellite autonomy level) into a collaboration government for 1 political power. Especially if Olenia became a puppet through their own focus tree.

The decision's description said something like "We no longer want to keep up the military occupation so we will install a local government", which a puppet already is.

Is this intended behavior or an oversight?
