Unable to get both Princesses
As the title indicates, I've tried to get both Celestia and Luna as co-rulers, but to no avail.

When the Bat-Pony event popped up, I chose the second option.

And when it came to the suspicious activity, I always selected "no suspicious activity". (I assume this is the "peaceful option" that the Equestria at War Wiki was referring to.)

I restarted the campaign over and over, but I still get the same problem. Did I miss something?

You need to actually finish the entire event chain. Did you finish Blood Moon?
Yes. I chose "Resist" every time the event occurred. However, it always failed.

Its a chance each time you resist. Just save at the screen where it gives you option to resist or embrace and just keep loading until it succeeds. I have had to do that a few times for other events.

Well, picking the Elements of Harmony (Rarity) is best, and going for the peaceful option every time will yield a 70% success rate, though picking a single mid-aggressive option still yields a decent chance.

I started a completely new campaign and I FINALLY got the "Princess of Dreams" event.

The only thing I did differently was recruit the "Thestral Land Division" much earlier. (Though I'm not sure if it had anything to do with Luna's campaign for Thestral emancipation.)

Oh! That's one of the names for a Pegasi Division, right? No, it doesn't affect the chances of NMM/Luna. I've seen the code (when I got tired of trying and trying and so did some savefile editing), and the only variables are the events.

Ah, I assume you always choose to have Celestia support Luna with the Thestral Reforms.

Just choose one of the other two options during that first event and you're good to go for the event chain that leads to Luna. Or Nightmare Moon.

I'm pretty sure you actually need to have Luna do it herself, without Celestia's support. Having Celestia help her makes it impossible to get them to be equal rulers (As in, the country ruler being designated as "Princesses Celestia and Luna"), as far as I know.
