Draenei should appear after 610 year. The Exodus happens when Medivh has reason to invite rulers to Kalimdor (after the Plague, the Legion Invasion, the Black Empire and so on).

Yep, character with Alliance-related culture (human, dwarven, elves) and religion (Holy Light, Tidemother, Sunwell) can found Theramore. Happens at the same time as the Exodus of the Horde.

Will there be a bookmark that allows playing as the Draenei at some point?

Don't know, but you can create draenei chacter in the Ruler Designer.
