Yep, all vanilla bloodlines + a few mod ones should be available.

Did you change the requirements to get it? I was at 13.3k Prestige and like 10k piety and still never got the ambition to forge my own bloodline.

You mustn't have evil governments: Undead Horde, Demonic Legion and Black Pact. That's the only change.

I was playing as King Genn as a Scarlet Light, however I might've had something like that I'm not entirely sure because it was a while ago now.

No, if you were Scarlet Light, you coudn't have it. Make sure you have met all the vanilla conditions.
