A lot of people seem to have issues with this special armour. I was trying to obtain it using The Gathering Sandbox MOD when I finally found a possible way:
Just add enough exp to Zhao Yun for level up (give_exp, zhao_yun, #exp) with this mod and wait the event triggers. If not, reload and try again. I have at lvl 8.
