Remove all weapons and armor from the game with a mod. Make the player rely solely on Europan Police, who never show up in time. It also needs a mod that heavily taxes the player's income from missions.

needs a random npc that won't leave, and if you kill the npc all of the european police will become hostile, because of 'squatters rights"
