He is you can even pick him as the head of government.

Maybe a name change for the nation itself? As the "Social Technate of America" sounds a bit forced why not try these for example "Worker's Technocracy of America", "Union of Totalist Technocratic States", "American Technocratic League", "Hierarchy of Technology & Socialist Cooperation" are some examples that I have thought up.

Part of the reason for the name is that it's a faction lead by North America with other members being considered by the CSA secondary allies but you're right that it makes a better country name than a faction one if the CSA occupies Canada and Mexico. Let me know if you have any specific faction names I'll try to think of some myself.

American in this case means both across the Americas, and something of US origin.
