Here's a fun one:

I don't *have* "Environment" listed. Only Lighting, Colors, Textures, and Post-Processing, all of which appear to function normally.

I'll keep fiddling with it and checking more comments, but if you're aware of anything that may be the issue I'd love to know. NB: Far as I know I'm not using any conflicting mods or duplicate function mods e.g. fog togglers or uec. Thanks for all the hard work regardless!

You must be using a older version. Try to unsubscribe and subscribe again.

I don't know what's happening with my game, but in the mod options, I don't see a panel to configure, it comes default, and so it doesn't remove the clouds or the fog

You have to go to Options > Environment.
