That would pretty much only be possible via buffs to either side.

i would like to see an option to make Finland Georgia and others to Intervene in the Russian civil war.

It would be great if you could add options to take regions after their government falls into anarchy (canada taking new england and alaska, german east asia taking the southern phillipines after they turn syndicalist, etc)

Tripolitania - Remain loyal to Ottomans or declare independence
Mittelafrika - Allow more autonomy to the colonies or become an sovereign nation by itself
West Indies Federation - All of their paths
Lithuania - Add an option to where they can become a part of the United Baltic Duchy
Italian Republic - Become a monarchy under a Hapsburg or remain a republic

Whether or not each participant in the US Civil War declares war on Canada when they seize New England.
