You have the ASM overwrites any ini changes made directly to the files and not through ASM problem! The only way to do this is to either add it in the correct place in ASM, which there isn't always one, or restart ASM and change the ini, don't save or do anything else, and start the server. You will need to reapply to the ini before you start the server every time. Super frustrating, but as of right now I have not been able to find any other fix. I ran into this problem with bOnlyAllowSpecifiedEngrams=False which has no place in ASM due to that being used to select specific engrams only instead of just allowing the use of all engrams on all maps as long as you have the DLC. Very convoluted but what can you do? Don't see ASM fixing the issue due to the way that it works.
