My battleships (I've tried different countries) don't have heavy guns and I can't upgrade to any

I was able to refit mine to have them again -- but its because there was a change to add different types of heavy guns.

If youre loading old saves this will happen. Shouldn't be a problem if youre starting a new playthrough.

Good to know. I just console'd my way to fixing it for the majors. Not that the AI ever bothers building battle ships anyway (even when they have focuses to do so!)

I was having this issue too, ended up being a mod overwriting the history files. This mod in my case https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=1837676440
