My Idea here is that Idaho can either go down a path of diplomacy with its neighbors, maybe even creating a faction with them, or they could have a sudetenland-esque annexation of previous territories when they were Idaho Territory (They wouldn't take the entire state of montana or wyoming, they would most likely take Northwestern Montana and western wyoming).
