Capital District- Indianapolis and maybe surrounding tiles that has the most building slots
South Bend- the northern part of the state that has most of the industry and has the second largest amount of building slots
Ohio River district-the tiles on along the ohio river
then there should be 2 other states that are the east and west of indianapolis that dont have mny build slots because it is mostly farmland
The leader of Indiana at the Start should be Paul V McNutt at least until 1937 when you can either keep him or replace him historically with Maurice Clifford Townsend
The executive branch of Indiana has been historically one of the weakest in the Union so I would suggest adding a National Spirit that either gives a Political Power Debuff or makes Changing laws and hiring advisors more expensive Also as far as National Spirits go you can add one that represents universities and gives a research boost and maybe a kind of debuff or boost depending on how you want to see it to construction or construction research to represent the large agricultural sector
For the Political focus Tree I think if you go Democratic or Non Aligned you should have a focus to seek a referendum and unify with Michigan like Austria Hungary and have it be called Michiana
The Fascist Path should have you try to unify the Eastern Midwest - Ohio, Illinois, Michigan, Wisconsin
The communist path should probably try for something similar to the fascist
I can also do some research for the development trees if its wanted
As Far as military goes Indiana lacks serious population and natural resources so they Should either be Superior Firepower oriented or Grand Battleplan since probably leaning Superior Firepower They should also have focuses to colaborate with Michigan on military R&D
