Esata Mukai and Flying bull are Dead - town gets destroyed.
You can also mod your own world states -make sure to deselect/ uninstall other mods 1st unless you want them to be dependencies. World states are even easier to mod than creating your own game start.
To clarify, you'll need the mod you are investigating to be loaded into the FCS to look into that mod.
Here, Cattrina gives a good explanation for how to load a mod into the FCS to check it. (and create patches/ mods of your own using that mod.)
