I have a few suggestions (I don't know if they can be done or if you like them, it's up to you, they are just suggestions):
1- What if instead of changing the good to any other you already have in another province, change the trade good to another one that has possibility to spawn in that province? For example: A province "A" has the chance of getting fur, naval supplies and fish. I colonize it and get fish. What if instead of letting me set the trade good as any other good that I have, it just gives me the option to choose fur or naval supplies. I think this way the feature wouldn't be OP. Or maybe you have another intention with the feature. Anyway it's just my point of view.
2-What if the cost of the change appears in the building menu and not in the event?
3-Maybe different prices? Maybe the cheaper trade goods are cheaper to change to than the expensive ones.
