How to construct Command Relay Network on Kuat (SOLVED)
Just playing through my first campaign as the Empire. There is no option to construct a command relay network at Kuat. It's the only pre-requisite I'm missing for the hero upgrades. Anyone know how to build one? I've built two already on surrounding systems but it has to be on Kuat for the upgrades to work.
I have tech level 3, a level 3 shipyard and level 3 colony already before you ask.

Try check out the number of structures you have in orbit. You have met the prerequisite for the comm station already, so the max orbital structure count is the only reason I can figure out.
