So as the title says if you park a fleet of yours on top of planet/system belonging to another faction that faction bares the upkeep costs of that invasion fleet. I parked a pretty size able imperial fleet on a criminal underworlds system and saw that the planets credit balance go negative as my fleets upkeep switch from my wallet to the AI's. The same thing happened when one of my systems was invaded.
