One or two reasons: Harmony Library is checking against Steam for other mods to ensure there is no incompatibility and since it knows its not a steam version, it might not work but will show up in Content Manager. I tried a work around to replace the 0Harmony.dll but it still wouldn't work or the mod is out of date due to the recent update on March 10th. We will require the creator to update us on this issue.
