The mod is only adapted to vanilla, using it with other (overhaul) mods is at own risk of both mods not working properly together. The game crashing with both active seems to indicate they aren't compatible.
In case you meant the game crashed while downloading a mod, it's probably just due to how the workshop and HOI4 work, not caused by a specific mod.
