Picking 'No' at the start doesn't stop the AI using ship girls as admirals or leaders

Other admirals can earn the exclusive shipgirl traits, I dont think this is intended.

I remember fixing something like this previously. Are the traits gained through admiral experience or through recruiting new admirals? If not, i have no clue on what might be causing it.

Tirpitz's trait does not improve when updated by the decision using navy experience.
