The Black Mesa snpcs do not appear anywhere on the spawn menu...
They are not on the NPC category and not even on the VJ base category.
Anyone can help me with this problem?
Note : I do not have installed addons that conflict with the VJ Base.

Nope, I made sure I uninstalled them completely

try uninstalling your gmod then install again that would help.
