Sovereign
So does every ME civilization have the ability to build Sovereign as a unit after researching future tech?
Or is it only for the Reapers?

Only the Reapers get Sovereign, but even they can't build him, he's just there from the start and can't be replaced if he's destroyed. You're not supposed to be able to see Sovereign on the Future Tech tree but it, and the description for him (Your Civilization Develops Along The Paths We Desire) ended up looking quite cool so I just left it.

If you build a Terracotta Army as the Reapers though, you can get a clone of him. Found that out to my delight a couple days ago. :D
