What I'm doing is using the Recruit local assets button, I've gotten rid of all the motorized troops and just have normal troops in order to mass produce rifles, there isn't need to wait for troops to be fully trained with no man power, just train them up via raids against nations such as Kostanay, by doing this you can also balance Lysenko's sanity via captives from raids, and by extension from the equipment and training you can keep NKVD disloyalty down. This is my plan anyway, have you figured out one yet? haha
