Yes, that is similar, but it is made very poorly. It sticks off of his chest so far that it looks like a metal plate, and it doesn't agree with the lighting engine most of the time. This is a complete suit replacer, from the looks of the picture anyways, instead of a cosmetic placed above his shirt like the Distinguished Rogue, therefore it will not have as large of an issue with the lighting engine and will also look a bit more complete.
