With the update to v2 I allowed the chair to be used on servers (dedicated and non-dedicated). It is disabled by default as I still want to make sure everyone who hosts and wants to enable the Chair, thinks hard if he wants to take the risk.
Again, reasons you don't want your players to have ADMIN LIKE control over the server speed:

• Trolls (is there more to say?) ;)
  Even if you have a white listed server:
  
• All other Players can not move while the server is speed up.
  
• Player A is breeding and has to imprint every hour. Player A goes offline and plans to come back in 1 hour Real live time. Player B does not know that and sits in the chair to smelt x-thousand metal. As player A is offline he can not prevent the use by not using the chair. As he comes back after 1 Hour, in game have up to 20 hours passed.
  
• Probably even more horrible things that will happen and you have to live with the drama.

I added some security features to prevent some drama but I still hope your players are responsible and can live with others making mistakes.

• To enable time warp, every online player has to sit in the Chair of the Impatient. When the first one sits down the server will send out messages to let others know they should sit down. (the server notification can be disabled in the ini.) When the last player sits down the time warp begins. As soon as the first player stands up the warp stops. It will also stop once a player logs in.
  
• For the problem of letting others know you don't want the chair to be used, one can use the Multi use menu of a Chair of the Impatient to request a 'block' for some time. They can enter a Reason and for how long they want to block the chair (real live time). Other players can see who blocks it and why, and can also remove block requests (if someone wants to troll and block the chair always). This only works with responsible players.

Ok, in the GameUserSettings.ini of the server will be a [ChariOfTheImpatient] section.
Copy following two lines bellow it:
Next time the server starts the chair can be used.

• If you play on Non Dedicated or Single Player, it does not matter if it is enabled in the ini. As long as no other player is connected, the chair works.
  
• If you are on Non Dedicated or have used 'enablecheats' on a dedicated server, you will get the admin command log in the chat.
  
• To use the chair it has to be placed by the player or an member of their Tribe.

If you have an idea how to make it even better please let me know.
