Yeah, sometimes you have to restart the game to see the changes or new addons :p

Dunno if it's just a problem for me, but if he has the fire axe in third person the axe just gets stuck between the legs.

He should be in the addon list, since it works perfectly for me. Be sure to make sure your addonlist.txt includes the following line:
"workshop\169760086.vpk" "1"

Do you have another mod that replaces Ellis or another mod that conflicts with it? Lots of times mods somehow conflict with each other for unknown reasons.
