You Should Add Boosts Other Than "Boost through Great Scientist or Spy"
You should add these boosts for the Modern/Atomic/Information Era Techs that only can be boosted via Great Scientist or Spy:

Dynamite: Kill a unit with an Artillery.
Rocketry: Build 3 AT Crew units.
Nuclear Fission: Build 3 Research Labs.
Microprocessor: Build a Spaceport.
Stealth Technology: Build 3 Bombers.
Telecommunications: Have the Mass Media civic.
Tandem Warhead: Kill a unit with an AT Crew.
Harpoon Missile: Kill a unit with a Battleship.

Rocketry, Nuclear Fission, Stealth Technology and Telecommunications are default techs I wont modify them.
Great Scientist boosts for Dynamite is suitable.
Microprocessor: Build a Spaceport is already a boosts for space race.
Tandem Warhead: Kill a unit with an AT Crew + Harpoon Missile: Kill a unit with a Battleship
-> I will think about that but I also like the idea of having late techs having less specific eurekas
