When you open skyrim, wait for the data files to load, and then checkmark the mercanary war mod. If it still doesn't work, make sure your at the right boat. Check the whole Solitude Port.

If you go straight down the docks by the merchant stand, than turn right, go straight until you see a tiny row boat in the water with about 3 chests on it. It isn't right next to the docks, it is about 3 feet outwards from it. If you truly cannot find it, there must be something wrong with how the mod was installed.

I Subscribed, and unsubscribed, i let it download.
i checked the rowboats that you suggested.
nothing was there, do i have to complete a certain amount of the story?
