activating estates not working
so i was playing pirate gotland on the latest patch with only this mod and when i enact the goverment reform that activates the clergy estate it doesnt work.
the estate section is still greyed out.
thoughts?

ok i figured it out.
for those with the same problem:
in "estates\01_church.txt"
inside "estate_church" right at the beginning it has to say:
has_government_attribute = enables_estate_church
has_country_flag = enables_estate_church_flag
