Bug or Feature - Surgery Stopped working, 100% casualties are dead
Basically this - at some point in the game, surgery ceased to exist. 100% casualties are dead, except NPC of course. I don't remember anything particular to happen. I have a skilled surgeon and a medical camp. Tried reloading, switching camp captain, etc. Nothing worked yet.

Never have that problem myself, seems to be a bug.
Actually I just checked some Chinese community posts, someone had the same problem as yours, who send LiShishi(a lvl.9 surgery NPC) away and later get her back and bug fixed.

and seems like you need to get her clothes that pump surgery skills off
