Question for Town Recruitment For Troops
Captured a town under Liao and was granted to me.
On Town Menu -> Town Management -> Recruit Troops Option seems to be Gray all the time.

I haven't messed with that in a while, but if I remember right it's a one time option to put a bunch of troops in the garrison if it's empty or something like that?
