Not directly, no. There are lords whose star skill lets you capture specific special troops. So you could try recruit one of them into your party so you can capture the special troops and then recruit them from your prisoners.

Unfortunately, I think this only applies to Liangshan, Han, Zhao, Shu and Sha, since those are the only lords who have star skills. As far as I know, there's no way to get Jin, Liao, Wu, Chu or Song except joining them.

There's also a legendary weapon effect that gives a chance of capturing special troops, but the chances of getting it on your chosen weapon is extremely slim and even then, you'll be lucky to get more than a handful in any given battle

Thanks Mungo! I figured out that certain lords allow you to capture right after I made this post but didn't know that it didnt apply to all of them. Also if you are gonna do this method, the Jin elite troops are perfect for it cus they have blunt weapons!!
